You don't have to as long as the page/person you're looking for has their page set as public. (which many/most fan sites do)
If their settings are to "private" you need to be a member and "follow" them, which may require their approval.
(Bex does NOT approve follower requests unless she knows them personally. Alex usually grants approval without problems.)

I have a page with my own privacy settings restricted to a few followers only, but I follow quite a few who allow me access.
Most times I just save a "screenshot" of the pic I want, then use a pic manager site to edit it (crop, resize, darken, lighten, whatever).
Then I usually use an online image conversion site like https://image.online-convert.com/convert-to-jpg to convert the file to the smaller jpg file.

If you save a movie clip and want to create a gif you can use the video to gif function at https://ezgif.com/

Membership not required on these last couple.
