JASC Paint Shop Pro 6 comes with a standalone sub-program called Animation Shop, targeted at .gif and .avi animations - I use it a lot, it's pretty good. Looks like a free download here;

It was bought out by C*rel later, I don't think they have rights over the earlier versions...

Works fine under xp, hope it does under 7 too.
