I think it might have to do with French beaurocracy, and, I'm sorry to say, a certain amount of [nationalist] chauvinism; in that [I gather] the short film industry there is largely funded by the state's culture ministry, and is intended for local consumption - hence the absence of subtitles, distribution networks, etc...I can sort of see how it might be uneconomic to make DVDs of 10-to-30-minute films, but surely, in this age of streaming media, their enormous library of
court-metrages could be made globally available for pay-per-view/download?
